Those opposed? <br />(NO response.) <br /> <br />The motion is carried. <br /> <br />All right, let's now go to the streamflow appropriations. <br /> <br />MR. SPARKS: Might I add that we will let Herb go back and help me with <br />his testimony? <br /> <br />MR. STAPLETON: We have some final recommendations in your folder. Let's <br />consider those first. We have considered those on a preliminary basis <br />in the last meeting. Are there any changes or cOmments in regard to <br />them? <br /> <br />MR. HELTON: Mr. Chairman, I think the recommendations on Fish Creek, <br />Walton Creek, and Burgess Creek deserve some special attention. Those <br />recommendations resulted from the fact that the Mt. Werner Water and <br />Sanitation District, near Steamboat, dedicated some senior water rights <br />to the Water Conservancy Board for instreamflow purposes. They are <br />senior water rights, and they definitely will have an impact on the in- <br />streamflow values. I think that the Water Board should recognize and <br />cOmmend Mt. Werner for its efforts. <br /> <br />MR. FETCHER: Thank you for the bouquet. I happen to be the manager of <br />the Mt. Werner Water District. <br /> <br />MR. SPARKS: We didn't know ~hat. <br /> <br />(Laughter. ) <br /> <br />MR. STAPLETON: Well, I think they will be pleased that we passed them, <br />and we recognize their help. <br /> <br />MR. HELTON: I would also recommend the modification on page 3 of the <br />preliminaries. The Piedra is shown as 70 cfs year-round. <br /> <br />MR. SPARKS: You're talking about the preliminaries? <br /> <br />MR. HELTON: Finals. I reCOmmend that we modify the flow to 70 cfs <br />summer and 50 winter. This will make that particular recommendation <br />consistent with the other appropriations in that area. . <br /> <br />MR. STAPLETON: with that modification, that streamflow on Piedra River <br />to be 70 in the summer and 50 in the winter, I would entertain a motion <br />that the final recommenda~ions be approved. <br /> <br />MR.
