We hope to be able to have the first deliveries <br />of water to the Rio Grande sometime in the calendar year 1982. <br /> <br />Now, we are going to be puttin~ out this draft environmental impact <br />statement for public review, and most of you will pick up in there that <br />we are talking about a 16-year construction period in that particular <br />statement.- We have relooked at that particular schedule, and we feel <br />right now that probably the cost of holding an office there for that <br />length of time and for stretching it out over- that period of time is <br />just not really reasonable. And so about a week ago, we came up with <br />a new construction schedule which anticipates that the project would <br />be completed in about 8 years. So weare now projecting that the com- <br />pletion of the final stage, Stage 5 up here ("indicating), will be about <br />1987. <br /> <br />That is our schedule for our work that we hope to be accomplishing in <br />about- the next 6 months. Again, I must emphasize that this -is an <br />optimistic schedule. Everything must go right. I, right now, have <br />about three-fourths of my- staff devoted to this one project, and there <br />are other people who are complaining because their projects are slipping <br />a little bit. <br /> <br />Some of the things we have under way right now, some actual physical <br />things in the field, we just awarded a contract for the drilling of 5 <br />test- wells, and as soon as the weather clears up a little bit -in the <br />Alamosa area--when it gets a little: bit warmer is basically what we are <br />talking about--we will be drilling 5 wells which we will use for what we <br />consider to be long-term pumping tests. Four of these wells- will be in <br />Stages 1 and -2, in this particular area here (indicating). And now for <br />the first time, we will be moving into collect data in Stage 3. .And <br />one of those wells will be in stage 3, which will begin to lay the: <br />groundwork for us to continue the construct-ion as we move out of Stage <br />1-2. We will be drilling 5 test wells, as I indicated. These will be <br />essentially prototypes of the production wells, and we will be testing <br />them under what we would be considering actual project conditions-. <br /> <br />In addition to that, we will be drilling 35 observation wells. There <br />will be 7 observation wells tied to each test well, and we will use <br />these observation wells to try to determine a good operating procedure <br />for the particular project when it gets totally completed. We hope- <br />that particular contract will be completed in about 6 months. It has <br />been awarded to a- contractor from the Moffat area. <br /> <br />Of course, we are monitoring a large number of observation wells <br />throughout the Closed Basin area to try to identify and document what <br />the existing conditions are today. We: are looking at over 50 Observa- <br />tion wells in that particular program. <br /> <br />This summer, as the weather warms up a little bit, we will be reiniti- <br />ating our archaeological surveys in the- area. One of the fortunes or <br />misfortunes, whichever way you want to look at it, is that the Closed <br />Basin area is rich in- archaeological material. And: from our- standpoint, <br />it is going to be troublesome, because_we are going to have to have very <br />detailed surveys before we drill any wells or place any pipelines or dig <br />any canals. <br /> <br />-11- <br />
