<br />Colorado River Memorandum <br />January 26, 1998 <br />Page 2 <br /> <br />. <br /> <br />Attachment 2 is a description of proposed Colorado River Reservoir <br />operations that would support the California Plan. As I have reported before, <br />this conternplates a tiered system of surplus operations based on reservoir <br />contents. The other states are in the process of analyzing the impacts of this <br />type of operation, and we may propose a counter-offer to California if we <br />determine that this type of operation entails unacceptable risk. <br /> <br />As I also reported earlier, Colorado's position is that any such operational <br />criteria during phase one must be tied to California's implementation of and <br />compliance with the 4.4 Plan. In December, Secretary Babbitt supported this <br />concept in his speech to the Colorado River Water User's Association. <br /> <br />Attachment 3 shows a proposed implementation schedule. <br /> <br />Focus continues to be on California's internal negotiations on issues such as <br />wheeling of San Diego water through the Colorado River Aqueduct, impacts <br />. to the Salton Sea, and quantification of the agricultural priorities. <br /> <br />The next meeting of the basin states will be February I3. I will continue to <br />keep you updated on this process. <br /> <br />. <br />
