Product Produced: An inventory of all the major irrigation diversion structures on the Arkansas River
and Rio Grande. The inventory would include type, size, and condition of each structure, together with
photo documentation, location, owner's name and address, water rights, and replacement/repair cost
estimate.

Water Planning Relationship: The inventory would be used to identifY problems and market
loans to irrigators to make needed infrastructure improvements to improve water efficiency and
economic profitability.

Recommendation: Staff gives a high recommendation for the funding of this study because it will
accomplish the reconnaissance level work necessary to demonstrate the need for facility improvements
and rehabilitation.

2. Leavenworth Creek Reservoirs Feasibility Study

Product Produced: A feasibility study evaluating two potential dam sites on Leavenworth Creek.
Reservoirs at these sites would be used to provide firm raw water supplies within Clear Creek County
and to mitigate damages from historic mining operations at the Waldorf site.

Water Planning Relationship: The feasibility study would meet the Construction Fund guidelines
and form the basis for a future CWCB loan for a reservoir at the preferred site.

Recommendation: Staff gives a medium recommendation to funding of this study because (a) it will
likely result in a loan from the Construction Fund; (b) it deals with a large geographic area of upper
Clear Creek County; and ( c) the project will have significant local cost sharing.

3. Groundwater Study - Ranch of the Rockies

Product Produced: This study involves the collection and analysis of groundwater data to
characterize the groundwater conditions in the area and determine the effect RORHA wells might have
on neighboring wells and springs.

Water Planning Relationship: This study will assist in long-range water planning, particularly if
an extended drought occurs, and help RORHA determine whether they should convert to a central water
system.

Recommendation: Staff gives a low recommendation to funding for this study, because of the lack of
the scope of study, limited benefit to a small area and minimal local funding participation. For a
proposed $300,000 study, the USGS is providing $150,000, and RORHA is providing $50,000.
