The inventory would include type, size, and condition of each structure, together with <br />photo documentation, location, owner's name and address, water rights, and replacement/repair cost <br />estimate. <br /> <br />Water Planning Relationship: The inventory would be used to identifY problems and market <br />loans to irrigators to make needed infrastructure improvements to improve water efficiency and <br />economic profitability. <br /> <br />Recommendation: Staff gives a high recommendation for the funding of this study because it will <br />accomplish the reconnaissance level work necessary to demonstrate the need for facility improvements <br />and rehabilitation. <br /> <br />2. Leavenworth Creek Reservoirs Feasibility Study <br /> <br />Grantee/Contractor: <br /> <br />Clear Creek Economic Development Corporation <br /> <br />Amount of Request: <br /> <br />$30,000 <br /> <br />Medium <br /> <br />Ranking: <br /> <br />Product Produced: A feasibility study evaluating two potential dam sites on Leavenworth Creek. <br />Reservoirs at these sites would be used to provide firm raw water supplies within Clear Creek County <br />and to mitigate damages from historic mining operations at the Waldorf site. <br /> <br />Water Planning Relationship: The feasibility study would meet the Construction Fund guidelines <br />and form the basis for a future CWCB loan for a reservoir at the preferred site. <br /> <br />Recommendation: Staff gives a medium recommendation to funding of this study because (a) it will <br />likely result in a loan from the Construction Fund; (b) it deals with a large geographic area of upper <br />Clear Creek County; and ( c) the project will have significant local cost sharing. <br /> <br />3. Groundwater Study - Ranch of the Rockies <br /> <br />Grantee/Contractor: <br /> <br />Ranch of the Rockies Homeowner Association <br /> <br />Amount of Request: <br /> <br />$150,000 <br /> <br />Low <br /> <br />Ranking: <br /> <br />Product Produced: This study involves the collection and analysis of groundwater data to <br />characterize the groundwater conditions in the area and determine the effect RORHA wells might have <br />on neighboring wells and springs. <br /> <br />Water Planning Relationship: This study will assist in long-range water planning, particularly if <br />an extended drought occurs, and help RORHA determine whether they should convert to a central water <br />system. <br /> <br />Recommendation: Staff gives a low recommendation to funding for this study, because of the lack of <br />the scope of study, limited benefit to a small area and minimal local funding participation. For a <br />proposed $300,000 study, the USGS is providing $150,000, and RORHA is providing $50,000. <br /> <br />7 <br />
