I

110 percent of the long-term average. As the
result of a very dry month in April, however,
that forecast has been reduced to about normal.
I don't know what this latest storm is doing
to western Colorado. but the greatest effect
of this latest storm has been here in eastern
Colorado. There hasn't been too much spill-
over so far into western Colorado. The runoff
picture is not as rosy as we thought a month
ago."

MR. KROEGER:

"I notice that he shows not only a new
high level for Lake Powell but also a new
high for the Navajo. Is the level expected
at Flaming Gorge also a new high?"

MR. ROBINS:

"Yes, I think it is. Expected - now it
may not get there."

MR. SPARRS:

"I think one other thing we should note,
Mr. Chairman, is that we did have, as Robie
has indicated, a meeting in Craig with the
board members of the Savery-Pot Hook District
at which myself and Mr. Morrill represented
this Board. There were also representatives
from the State of Wyoming there. We do have
some problems in connection with that project
inasmuch as the project includes about 6,000
acres of land owned by the State of Colorado,
under the jurisdiction of the State Land
Board. There is no way that the State Land
Board can sell that land to the individuals
under the project or to the Bureau of Recla-
mation. However, there is a procedure known
as friendly condemnation which will be insti-
tuted by the federal government to acquire
that land.

I

We had tremendous cooperation from our
State Land Board in this respect. As Robie
has indicated, their appraisers are out now
trying to set a value on that land in the
hope that we can have what is optimistically
called a friendly condemnation suit."
