You've got to remember, there's also another increment, and this is very difficult,
there's what's called the current baseline, that they looked at, which allows for I guess
some additional development, but how that fits in...its roughly 235 to 250. So what
we're talking about in terms of people is, you know the additional 50 brought us to
130,000, so we're probably talking about half a million people in rough numbers.

(very faint) This gives me something to work out later, but you may need to look at
what happens with the compact development ceiling is met before the first 52 is
developed in the Yampa. If the compact takes over and we lose the seasonability.
You may want to adjust down....

In other words what you're saying is that if the compact reaches full development
before we reach the 52, we would potentially have the problem of not having the
right to protect the distribution of the hydrograph?

I don't understand. I don't understand the seasonality. What I understand about that
is if the compact cuts that off before the in stream flow water right cuts it off, you're
cut off. Its called priority system, and not having to do with anything to do with a
1995 water right. Now the shape of things at that point, I don't know, except that it
will be less than, it will be somehow subsumed inside the envelope, of the 52,000
that we will now define. Its inside there somewhere.

(Indistinct) Do you hold with the compact thing...the only governing stoppage of
development is the compact says no timing on the state, you could take it all in
October, or something..

No. Ok. But this water right would still be there, this water right would have a set of
monthly carve out numbers.

specified in this water right.
