The CWCB staff has relied on the technical competence of Boyle Engineering <br />Corporation to perform the study and the technical review by the UD&FCD and local sponsors, and <br />therefore endorses this study as containing the most current floodplain mapping available and urges the <br />affected communities to adopt said study for land use regulation purposes pursuant to statutory authority. <br />Staff recommendation; Staff recommends that the Board: I) designate and approve the I OO-year detailed <br />floodplain information contained in said report within Jefferson County and the Town of Arvada, and 2) <br />authorize staff to prepare a floodplain resolution to be signed by the Director and transmitted to the <br />UD&FCD, the affected communities, and to FEMA. This action is recommended in order to meet <br />statutory requirements. <br /> <br />2) Consent Al!enda Item 2.b <br />Floodplain resolution number: FPR 04-575 <br />Affected communities: Douglas County, Town ofSedalia (Urban Drainage & Flood Control District) <br />Name of study to be formally acted on: "Flood Hazard Area Delineation, Plum Creek and East Plum <br />Creek" dated August 2004. <br />Studied streams: Plum Creek and East Plum Creek <br />Technical Issues: This was authorized by the Urban Drainage and Flood Control District (UD&FCD) in <br />conjunction with local sponsoring agencies, and documents the flood hazards for Plum Creek and East <br />Plum Creek. The Plum Creek study reach extends from approximately 4,000 feet upstream of Airport <br />Road upstream to the confluence with East Plum Creek and West Plum Creek (near Highway 67 in <br />Sedalia). The East Plum Creek study limits extend from the confluence with Plum Creek upstream to the <br />limits of the UD&FCD boundary (approx. 1,000 feet upstream of the BN&SF Railroad). Hydrologic <br />analyses for this study were conducted as part ofFEMA's Flood Insurance Study for Douglas County and <br />was not restudied for the FHAD. Water surface profiles were computed for the 10-, and 100-year flood <br />events with 0.5 foot and 1.0 foot floodways. The report was prepared by Icon Engineering under contract <br />to the UD&FCD. <br />Community response: The UD&FCD transmitted a letter to the CWCB dated August 25, 2004 <br />requesting CWCB designation and approval of the subject report. The UD&FCD also sent follow-up <br />emails to staff regarding the proposed designation action. The UD&FCD staff worked directly with all of <br />the affected communities during the course of the study and received input and endorsement for the study <br />methods and results.
