Weld County Tri-Area Sanitation District .
Regional Stormwater Detention Pond Project

INTRODUCTION

The Weld County Tri-Area Sanitation District (District) is requesting an increase of
$502,400 to the District's 2000 authorization of $1,500,000 for the Tri-Area Regional
Stormwater Detention Pond Project. The requested loan increase is due to cost overruns
incurred during design and construction of the project and for costs associated with finalizing the
Letter of Map Revision to be submitted to the Federal Emergency Management Agency (FEMA)
for approval and revision ofthe area floodplain.

BACKGROUND

At the January 2000 board meeting, the Colorado Water Conservation Board (CWCB)
approved a loan to the District in the amount of $730,000, from the Severance Tax Trust Fund
Perpetual Base Account. At the March 2000 board meeting, CWCB approved an additional loan to
the District in the amount of $770,000 from the Severance Tax Trust Fund Perpetual Base Account.
The total $1,500,000 loan authorization by the CWCB in 2000 was for the design and construction
of a regional stormwater detention pond to mitigate flooding problems within the District's service
area.

The District is located in southern Weld County encompassing the towns of Frederick,
Firestone, Dacono, and the unincorporated community of Evanston. These communities lie within
what is referred as the Tri-Town Drainage Basin, which encompasses approximately 1,600 acres.
Prior to the construction of a regional detention facility no significant upstream detention ponds
existed or an adequate conveyance facility to carry the stormwater flows through these
