Evans <br />Acting Director, avea <br /> <br />TO; <br /> <br />Colorado Water Conservation Board Members <br /> <br />FROM: Dan Merriman <br />Mark Uppendahl <br /> <br />DATE: July 6,1998 <br /> <br />SUBJECT: Agenda Item 8a, July 13-14, 1998, Board Meeting- <br />Instream Flow Program - New Appropriations - Phase III Report <br />Notice to Appropriate Instream Flow Water Rights in Water Division 4 <br /> <br />GENERAL BACKGROUND <br /> <br />As per the Procedures for New Instream Flow Appropriations (Procedures), adopted by the Board <br />in May 1997, the attached Phase II streams are being proposed to be advanced to the Public Review <br />and Comment and Board Action Phase, or Phase III. These instream flow segments have been <br />reviewed by CWCB staff to ensure each flow recommendation and data set is complete and standard <br />methods and procedures have been followed. In addition, staff has completed its map work and <br />initial water availability studies. <br /> <br />Staff has identified two stream segments ready for Phase III. These reaches are located in Ouray <br />County. To date, staff has received written comments from several interested parties regarding these <br />recommendations. Staff also gave a presentation, along with Colorado Division of Wildlife <br />(CDOW) personnel, regarding the proposed instream flow recommendations at a June 25, 1998, <br />public meeting held at Ridgway State Park. Staff answered questions and took public comments <br />regarding the recommendations at this meeting. <br /> <br />TECHNICAL INVESTIGATIONS <br /> <br />The enclosed packet of technical data forms the basis for the staffs recommendations. <br /> <br />Page 1 of2 <br />
