<br />869 <br /> <br />I <br /> <br />- 'In recognition of the long-standing unanimity of action <br />and purpose between our two States on reclamation matters, <br />Colorado is most hopeful that no action will be taken which <br />would damage New Mexico or Colorado inter~sts as I am sure <br />that you feel the same way, There may be a good possibility <br />that further joint consideration of the questions of water <br />supply and power credits which are involved in this matter <br />may well disclose that there is in fact no real conflict be- <br />tween .these projects which is incapable of satisfactory <br />solution. <br /> <br />Hence, in order to aid me in assuring our people that <br />you as well as the people of New Mexico desire to recipro- <br />cate in the furthering of good relations between New Mexico <br />and Colorado interests, I would very much appreciate receiv- <br />ing from you assurance as follows: <br /> <br />I <br /> <br />That in the event Colorado comments favorably upon the <br />San Juan-Chama and Navajo Projects, without reference to <br />water supply or power credit questions, you will appoint a <br />Commissioner or Commissioners to enter into detailed consid- <br />deration with our representatives on the questions of water <br />supply and power credit availability involved in the San Ju~ <br />Chama, Navajo and Animas-La Plata Projects, in an effort to <br />agree upOn water supply and power credit basis for consider- <br />ation of the ability of.the State of New Mexico to partici- <br />pate in the Animas-La Plata Projects. If it is determined <br />from this that a conflict exists, then you will, as I shall, <br />resolve that conflict to the satisfaction of our interested <br />citizens. If that is not possible then I feel that each <br />State will have to determine what course it will be necessary <br />to follow to best protect its own interests. I hope to avoid, <br />and I think we can avoid, this latter result by this suggested <br />cooperative effort on the part of the two States. <br /> <br />It is understood that any such negotiation shall not be <br />used to impede, in any way, the progress you are able to make <br />with the adoption of the legislation authorizing these projects <br />in the Congress of the United States. However, I do believe <br />that this is the least we can do to attempt to continue our <br />historical unity on matters of this kind, and that we can do <br />this without impairing any legitimate interests of any of the <br />citizens of our respective states. As has been stated at an <br />earlier meeting between representatives of both New Mexico <br />and Colorado, there are some comments that may be made in an <br />effort to clarify the status of Indian Claims under the Navajo <br />Project, but it is my understanding that you will not find <br />
