<br />872 <br /> <br />Mr. Eakes stated that there was a good deal of <br />background on this problem; that water, in the San Juan I~ <br />Basin, is their life blood and it is pointed up by the fact <br />that so much of their water has already been given away. <br />His point was that New Mexico must take all of its water <br />from the San Juan River. The Compact provides that New <br />Mexico receive 11-1/4% of the water and there is no other <br />river that New Mexico can take that water from except the <br />San Juan River. The Southwestern Water Conservation District <br />is involved in making a great many studies on the water sup- <br />ply in their area and that it is possible the 11-1/4% may <br />use up practically all of the water there is in the river. <br />It is their desire to discuss the use of all of the water of <br />the San Juan River with the Board and other interested parties. <br /> <br />MR. EAKES: <br /> <br />GOV. McNICHOLS: <br /> <br />MR. EAKES: <br /> <br />"We would be satisfied with a general <br />statement that there are problems between <br />the two States that should be solved and <br />we do feel that the solving of these ques- <br />tions should be accomplished, if it is <br />possible, before authorizing legislation <br />is passed in the Congress." <br /> <br />"You say you do not want a detailed <br />statement of the differences between New <br />Mexico and Colorado in regard to the San <br />Juan River. At some time along the line <br />here, sooner or later, somebody has got <br />to point out what the differences are so <br />they can be solved and that is why I am <br />appointing a Commissioner and the Gover- <br />nor of New Mexico is appointing a Com- <br />missioner to work out these problems." <br /> <br />"We do have quite a list of these <br />differences but we do not feel these have <br />to be listed in the comments of Colorado. <br />We do feel, however, that these differ- <br />ences should be settled before authoriza- <br />tion would be made by Congress and we <br />have nothing to fight with except the <br />delay of appropriations, We feel that <br />New Mexico by riders attached to any <br />projects asked for by Colorado would <br />have the upper hand." <br /> <br />I <br />
