These Principles are currently <br />under review and consideration by the Coordination Committee (CC) of the San Juan <br />Recovery Implementation Program (Program). Prior to the adoption of these "Principles" <br />by the Program CC, the CC members wanted the opportunity to discuss them with those <br />they represent. The purpose of these "Principles" is to provide guidance in defining how <br />Program actions will be used to provide Endangered Species Act compliance. <br /> <br />Discussion <br /> <br />The attached "Principles" are similar in nature to the "Section 7 Consultation, Sufficient <br />Progress and Historic Projects Agreement" entered into in October 1993 for the Upper <br />Colorado River Basin Recovery Program. However, because of federal Indian trust <br />responsibilities and the role of the Animas-La Plata Project in the entire process, plus <br />experience gained over the past 6 years, the SlII1 Juan Basin "Principles" are more <br />comprehensive. The "Principles" for the San Juan Basin cover the following: <br />I. Endangered Species Act Compliance* <br />2. Indian Trust Responsibilities <br />3. Animas-La Plata Project Baseline <br />4. Environmental Baseline for the Navajo Indian Irrigation Project <br />5. Long-Range Plan* <br />6. Incidental Take <br />7. Section 7 Consultations* <br />7.1 On New and Existing Water Development and Management Activities* <br />
