Declares that the conservation of <br />threatened or endangered species is a matter of statewide concern. <br /> <br />Creates the species conservation trust fund for the purpose of funding programs for <br />the conservation of threatened or endangered species. <br /> <br />Authorizes the Colorado water conservation board and its director, in cooperation and <br />consultation with the Colorado wildlife commission and the director of the division <br />of wildlife, to prepare a prioritized list of programs to be funded by the species <br />conservation trust fund for approval by the general assembly by joint resolution. <br /> <br />Requires the Colorado water conservation board and its director, in cooperation and <br />consultation with the wildlife commission and the director of the division of wildlife, <br />to prioritize funding from the species conservation trust fund as follows: <br /> <br />. The 1988 Cooperative Agreement to implement the Recovery Implementation <br />Program for the Endangered Fish Species in the Upper Colorado River dated <br />September 29,1987; <br />. The 1992 Cooperative Agreement to implement the San Juan River Recovery <br />Implementation Program dated October 21, 1992; <br />.
