For a number of years the CWCB has received inquiries and requests for assistance from <br />Fountain Creek residents, landowners, and government officials. Many of these inquiries and <br />requests for assistance, regarding flood-related issues, were made prior to the major flood event <br />that occurred April 29 - May 3, 1999. Some of the inquiries and requests were: <br /> <br />· Requests for financial planning assistance <br />· Financial assistance for cost-sharing of Corps of Engineers programs <br />· Requests for assistance and advice in developing a basinwide planning entity <br />· Technical assistance from federal and state agencies <br />· Resolution of inconsistencies in hydrology between El Paso and Pueblo Counties <br />· Updates of the Fountain Creek floodplain information <br />· Technical and financial assistance to address the post-flood needs from the 1999 flood <br />event <br /> <br />/ Introduction <br /> <br />In response to local government requests for financial assistance, made prior to the 1999 flood <br />event, the CWCB requested $50,000 from the Severance Tax Trust Fund. The purpose of the <br />request was to provide technical assistance related to flooding and erosion issues on Fountain <br />Creek has received approval by the Department of Natural Resources and is being submitted to <br />. Governor Owens for inclusion in this year's Long Bill. The staff is seeking guidance from the <br />
