(3) help prevent the need to list more basin associated species pursuant to the ESA; and

(4) mitigate new water related activities in a state in a manner that ...ill not increase the

mitigation responsibilities of other signatory states, with the intent that mitigation will be

implemented in the state where the activity occurs.

The Department invites other Federal agencies, States, Indian tribes, local

governments, and the general public to submit written comments or suggestions

concerning the scope of the issues to be addressed, alternatives to be analyzed, and tile

environmental impacts to be assessed in the Draft PElS. The public is invited to

participate in a series of scoping worl<shops and meetings that will be held during the

months of February through April in Wyorning, Nebraska, and Colorado, A schedule of

the meetings is provided. Those not desiring to submit comments or suggestions at this

time, but who would like to receive a copy of the Draft PElS, should write to the address .

below.

During the scoping process, Reclamation and the Service will be identifying

which other Federal, State and local agencies, and tribal governments may have expertise

or authority relative to the Program and may be invited to become cooperating agencies

in the preparation of the PElS.
When the Draft PElS is complete, its availability will be announced in the Federal

Register and in the local news media. Comments will be solicited on this document.
