<br />15a, Water Supply Planning and Finance - Severance Tax trust Fund Perpetual Base <br />Account - New Loans Jackson Lake Reservoir and Irrigation Co, <br />Tape 2, Start/Stop: Recording error <br />Action: A motion was made by David Smith to accept the staff recommendation <br />for a $336,600 loan to the Jackson Lake Reservoir and Irrigation <br />Company, approved by the Board at their November 22-23, 1999 meeting, <br />to be recommended to the 2000 General Assembly for funding in year <br />2000 or later from the Severance Tax Trust Fund Perpetual Base Account <br />The motion was seconded by Donald Schwindt and approved <br />unanimously (9-0), <br /> <br />15b, Water Supply Planning and Finance - Severance Tax Trust Fund Perpetual Base <br />Account - New Loans Riverside Reservoir and Land Co, -Diversion Structure <br />Tape 2, Start/Stop: Recorder Problem <br />Action: A motion was made by Ray Werner to accept the staff recommendation <br />that a loan not to exceed $405,000 be made to the Riverside Reservoir and <br />Land Company for up to 90% of the costs to rehabilitate the Company's <br />diversion structure on the South Platte River. The term would be for 30 <br />years, funded from the Severance Tax Perpetual Base Account, with a <br />recommended lending rate of 4%, Security will be a pledge of revenues <br />from assessments, one payment in a certificate of deposit account to be <br />held by the State and the project itself The motion was seconded by <br />David Smith and approved unanimously (9-0), <br /> <br />15c. Water Supply Planning and Finance - Severance Tax Trust Fund Perpetual Base <br />Account - New Loans Weld County Tri-Area Sanitation District-Storm Drainage <br />Tape 2, Start/Stop: Recorder Problem <br />Action: A motion was made by Patricia Wells to accept the staff recommendation <br />for an additional increment of funding of $770,000 from the Perpetual <br />base Account of the Severance Tax Trust Fund for the storm water <br />detention pond project of the Weld County Tri-Area Sanitation District <br />The term would be for 30 years at the Municipal Middle Income lending <br />rate of 5%, Total lending would amount to no more than $1,500,000, <br />Security for the loan would be a pledge of revenues backed by a rate <br />covenant and annual financial reporting, The motion was seconded by <br />Harold Miskel and approved unanimously (9-0) <br /> <br />16, Stream & Lake Protection- Proposal of Injury wi Mitigation - Nearburg; 3-99CW034 <br />(Trout Creek) <br />Tape 2, Start/Stop Recorder Problem <br />Action: A motion was made by Harold Miskel to accept the staff recommendations <br />to make the preliminary determination that "1) the natural environment <br />could be preserved to a reasonable degree with the proposed injury or <br /> <br />Minutes March 20 - 21, 2000 <br />Page 6 <br />
