<br />STATE OF COLORADO <br /> <br />Colorado Water Conservation Board <br /> <br />Department of Natural Resources <br />1313 Shennan Street, Room 721 <br />Denver, Colorado 80203 <br />Phone: (303) 866-3441 <br />FAX, (303) 866,4474 <br />www.cwcb.state.co.us <br /> <br /> <br />Bill Owens <br />Governor <br /> <br />Russell George <br />Executive Director <br /> <br />MEMORANDUM <br /> <br />Rod Kuharich <br />CWCB Director <br /> <br />Dan McAuliffe <br />Deputy Director <br /> <br />To: Colorado Water Conservation Board Members <br /> <br />Prom: Dan Merriman <br />Todd Doherty <br /> <br />Date: January 10,2005 <br /> <br />Re: Agenda Item 4, January 25-26, 2005, Board Meeting - <br />Stream and Lake Protection - Instream Plow Appropriations <br /> <br />GENERAL BACKGROUND <br /> <br />As per Rule 5d, of the Instream Plow Rules, adopted by the Board, the attached stream segments are <br />being recommended to the Board for Board action, Staff is requesting the Board declare its intent to <br />appropriate the recommended instream flows, CWCB staff has reviewed each proposed stream <br />segment to ensure each flow recommendation and data set was complete and standard methods and <br />procedures were followed, In addition, staff has completed its map work and initial water <br />availability studies, <br /> <br />Staff has identified 20 stream segments in Water Division 4 and 3 stream segments in Water <br />Division 7 that are ready for the Board to declare its intent to appropriate, These segments are <br />located in Gunnison, San Miguel, Montrose, Ouray, Mesa, Delta and San Juan Counties, Some <br />stream segments noticed on the November 2004, Agenda were withdrawn from instream flow <br />consideration at this time, due to field data or water availability concerns (Le, South Pork San <br />Miguel River, North Pork Escalante Creek, East Pork Spring Creek, West Pork Spring Creek, <br />Middle Pork Spring Creek and Yellow Jacket Canyon Creek), <br /> <br />TECHNICAL INVESTIGATIONS <br /> <br />The executive summary reports of technical data, contained in the Instream Flow Recommendation <br />Notebook, form the basis for the staffs recommendations, <br /> <br />Flood Protection. Water Supply Planning and Finance. Stream and Lake Protection <br />Water Supply Protection. Conservation and Drought Planning <br />
