The hearing concerns legislation involving the transfer of title of certain <br />water distribution facilities associated with the Colorado-Big Thompson Project from the United <br />States Bureau of Reclamation to the Northern Colorado Water Conservancy District. This hearing <br />was originally scheduled to be held May 25, <br /> <br />After investigating several alternatives and making contact with the Water and Power <br />Subcommittee staff, it appeared prudent that I accept the invitation to testity on May 23, <br />Regretfully, this precludes me from attending the CWCB meeting and activities beginning in the <br />late afternoon on Monday, May 22, and continuing through Tuesday, May 23. I sincerely regret <br />and apologize for this conflict in my schedule, I hope that you will understand the reasons why I <br />will have to miss a portion of the Board meeting, <br /> <br />Unfortunately, the portion of the meeting that I am missing, specifically the afternoon of Tuesday, <br />May 23, has several agenda items conceming the South Platte River Basin, which will be <br />discussed by the Board. <br /> <br />. Concerning agenda item 12, I have talked with the applicants for the small project loan <br />associated with the Plumb and Daily Ditch Company, The CWCB staff has done an <br />outstanding job in summarizing the project. I concur with staff's recommendations that, <br />indeed, the loan should be granted so the project can move forward, This will ensure the <br />continued reliability of the diversion structure, <br /> <br />. Being a new member of the Board, I am unsure of the extent and content of what is <br />expected from my report concerning the South Platte Basin on agenda item 16, The <br />most pressing issue that the South Platte Basin is currently facing is the dry weather <br />conditions being experienced by our water users, including the need to irrigate up many <br />of the crops, A significant portion of the available water supply is being consumed in an <br />effort to irrigate up the crops, The cooler -than-normal weather is delaying streamflow <br />
