e

The Collaborative is directed by Dr. Franklin James, an economist and professor of public
policy at GSP A. Among the members of the Collaborative's advisory board are state
Senator Ronald Teck, Mr. Charles S. Brown, Executive Director of the Legislative
Council, Mr. John Parr, a principal of the Center for Regional and Neighborhood Action,
Dr. Richard J. Stillman, a nationally renowned scholar and professor of the GSPA, Ms.
Maureen Farrell, principal of the Colorado Center for Law and Policy, and Dr. Nancy
McCallin, Director of the State Office of Planning and Budgeting. Tom Brown, a
research associate of the Collaborative, has been a practicing lawyer and holds his Ph.D.
in public administration.

In keeping with its name, the Collaborative intends to leverage the knowledge and
experience of its advisory board and staffby engaging the broadest possible research and
analysis participation from among the faculty, staff, and students of the GSP A, as well as
other departments and schools on all University of Colorado campuses, according to their
interests and expertise. Through this broad-based collaborative participation, a
university-wide community with interests in addressing pressing public issues will be
formed. This university community will embrace the participation of inlerested
researchers and decision-makers from state and local government and from the nonprofit
sector.

e

The information obtained and knowledge acquired will be shared as widely as possible
through publications, internet dissemination, regional public forums, and community
speaking engagements. The CU Policy Collaborative is focused on achieving practical
results by empowering state and local leaders, and citizens, with solid, nonpartisan
information, usable in their policy decisions.

This report was prepared by Dr. Tom Brown and does not necessarily reflect the views or
opinions of the University of Colorado at Denver, the Graduate School of Public Affairs, ror the CU Policy Collaborative.

e

Page 8
