Douglas Bruce is advocating this initiative. Many are expressing concerns about the
devastating impacts the initiative would have, if adopted, on small districts throughout Colorado.

A group has been formed called "No on Initiative 205_" Members of the group include
the Colorado Water Congress, the Colorado Municipal League, and the Colorado Association on
Commerce and Industry.

I have attached some background on this issue. This information can be found on the
General Assembly website www.state.co.us/gov_dir/leg_dir/lcsstaffi.2000/ballot.

I have also attached other documents for your information:
