It
only restricts the study to proven technologies and the ability of federal,
tribal, state and local governments and private sources to fund both
capital and annual O&M costs. The study must be done by January 1,
2000.

P.L. 105 - 372 goes on to authorize $5,000,000 for concurrent studies of
wildlife resources. It also authorizes $3,000,000 for emergency actions to
improve water quality in the Alamo and New Rivers via river reclamation
and other irrigation drainage water treatment actions.

Recommendation

The Board should continue to allow the Director, acting in coordination
with the Upper Colorado River Commission and others as appropriate,
authority to comment as necessary and appropriate on the studies and
report back to the Board on the nature of such comments.

C:\SEAHOLM\BOAROMEM\99JANSAl TONSEAlAW.OQC
01115/99

.

.
