In addition, a slide show about the problems associated with the river <br />was presented during that meeting. Basic river improvement design concepts and <br />specific restorati9n project components to be funded by the CWCB were discussed. In <br />the early 1970's the river was severely impacted by channel straightening, excavation and <br />levee construction. Bank erosion, damage to inigation structures, and lowered water <br />table levels caused by the channel work have resulted in adverse effects to landowners in <br />the valley. In response to the river problems the community established the Alamosa <br />River Watershed Restoration Project (A WRRP) to guide stabilization and restoration <br />efforts in the watershed. In the year 2000 Alamosa-La Jara Water Conservancy District <br />was awarded $300,000 from the Board's Construction Fund to carry out river <br />improvements. During the time from the passage of the Construction Fund Bill until now <br />the District and Board staff have been proceeding with the preparation of the Scope of <br />Work for the project. In addition, the District and its attorney have been working to <br />resolve some TABOR issues related to the project. The District is now requesting an <br />additional $150,000 to expand the geographic scope of the restoration project and to <br />implement improvements to inigation intake structures along the ri ver. <br /> <br />At the January 4,2001 CWCB Finance Committee meeting several questions regarding <br />this project were asked by Board members. The Finance Committee decided that these <br />questions should be addressed by the full Board prior to a decision about funding the <br />project.
