BASIS FOR INSTREAM FLOW RECOMMENDATION

· The DOW documented that a natural environment is present in the form of a brook and brown trout
fishery. .
· Based on the DOW's biological recommendation, flows ofJ.S efs, summer, and 2 efs, winter, are
necessary to preserve the natural environment to a reasonable degree. However, the winter instream
flow recommendatiol'l was reduced to.0.7S cfs (10/1-4130) based on water availability ~ysis., The
DOW believes the lower flow recommendation will still preserve the natural environment
· CWCB staff has conducted a water availability analysis and determined these amounts are available fo.r
. the Board's appropriation. .
· CWCB staffhas determined that adequate water supplies exist such that the natural environment may be'
preserved without limiting or foreclosing the exercise of valid existing water rights.
