<br />COLORADO WATER CONSERVATION BOARD MEETING MINUTES <br />Holiday Inn <br />Pueblo, Colorado <br /> <br />May l2, 1976 <br /> <br />I <br /> <br />The Colorado Water Conservation Board met, pursuant to notice, at <br />9:00 a.m., Benjamin F. Stapleton, Chairman, presiding. <br /> <br />MR. .STAPLETON: We will call this regularly scheduled meeting of the <br />Colorado Water Conservation Board to order. <br /> <br />We have no minutes to come before us at this meeting, so we will go to <br />the first item on the agenda which is the report by the Bureau on the <br />status of the Fryingpan-Arkansas Project. Mr. Kregger, will you take <br />over, please. <br /> <br />MR. KREGGER: I am very pleased to be here and present a progress.report <br />on the Fryingpan-Arkansas Project. I have put together a group of slides, <br />which I hope will give you some idea of the scope and purpose of the <br />project before we get into this business of where we1ve been, where we <br />are at the present time, and where we're going. So, if we can have the <br />lights out, we will go right into the slides. <br /> <br />(Slide) This is a map of the overall Fryingpan-Arkansas Project, which <br />as you can see extends from Ruedi Dam and Reservoir in the vicinity of <br />Basalt, Colorado on the Western Slope and through the Continental <br />Divide, down to Leadville, B4ena Vista, Salida, Canon City, Pueblo, and <br />the terminal point on the Arkansas Valley Condui~which is Lamar, Colo- <br />rado. . <br /> <br />I <br /> <br />The first structure which you see in the upper left hand corner is Ruedi <br />Dam and Reservoir. This is a replacement storage facility, which was <br />necessary to assure service to senior downstream rights on the Colorado <br />River before we could even start the construction of the collection <br />system and any diversions to the Eastern Slope. <br /> <br />Basically, the purpose of the project is to divert water from the <br />tributaries of the Fryingpan and Roaring Fork into storage on the Eastern <br />Slope. As we come .down the project through the Sugar Loaf Dam, Mt. <br />Elbert Conduit, to generate some hydroelectric power and furnish storage <br />for downstream use. Also the municipal conduit, Fountain Valley Conduit. <br />The Fountain Valley Conduit is shown as having its diversion point in <br />Canon City and serving Colorado Sp~ings with laterals off to Fountain, <br />Security and Widefield. But in recent months, we have changed the plan. <br />The Fountain Valley Conduit will be started at the municipal outlet, <br />Pueblo to I'M," and run up along the west side of Ft. Carson with service <br />to Fountain, Security, Widefield and Colorado Springs en route. <br /> <br />The Arkansas Valley Conduit, the planning isn't all that firm at the <br />present time, but as shown it will extend down the Arkansas Valley to <br />Lamar with some laterals off tq va+ious other points along the route. <br /> <br />(Slide) Now, jumping back to the collection system where a good part <br />
