MR. BURR: If I make any changes in the point of diversion or if I
.exchange any water in any way on that particular decree, they have a
right to come in and object to it and ta~e the water.

MR. SPARKS: Any junior appropriator in this st~te has the right to
come in and object to any procedure at any time.

MR. BURR: You ~il1 hurt the fish on the way down the river where you
won't hurt another irrigator underneath that ditch.

MR. KROEGER: They will obje~t to his change is what he is saying.

MR. STAPLETON: Any further discussion by member of the Board on the
lake levels? (No response).

Are there any questions or comments that anybody in'the audience wants
to make? (No response).

All right. I will entertain a motion in regard to the minimum lake
levels.

Mr. VANDEMOER: I so move.

Mr. STAPLETON: Regularly moved. Is there a second?

MR. FORD: Second.

MR. STAPLETON: Is there any further discussion? (No response). All
those in favor of the minimumla~ levels as set forth in th~ schedules
in front of you, signify by saying "Aye."

Mr. STAPLETON: Opposed?
MR. BURR: No.

MR. STAPLETON: Your name is what, sir?

,(Laughter) .

MR. BURR: You've known it for twenty:'one years. For twenty-one years
I have been on thls Board, and that's just about as long as anybody
has been on here. And my name happens to be "Burr", and that's the way
I see it. And I'm going to vote that way.

MR. STAPLETON: It's just bad memory on my part. (Laughter).. The
motion is carried. (See Appen~ix B).

MR. BURR.: Well, this will probably.be my last round anyway" because it
happens to be that it's under those conditions, you see. So I'm going
