In the 1965 flood, it was <br />Wild Horse Creek that did severe' damage to the town of Holly. :That . <br />town was inundated to a depth of several feet in 1965. Following that <br />flood, Congress directed that the Corps of Engineers make a special I <br />'study of the Arkansas River from John Martin Reservoir to Great Bend, <br />Kansas. This is part of the work that was done by the Corps of Engi- <br />neers to describe these flood hazard areas as a result of the congres- <br />sional resolution. <br /> <br />MR. STAPLETON: I will entertain. a motion that the resolution be <br />adopted. <br /> <br />MR. JACKSON: So moved. <br /> <br />MR. FORD: -Second. <br /> <br />MR. (See Appendix A). <br /> <br />. <br />When I got up this morning, the first person I ran into was Eddie <br />Kochman, and I knew we were going to havean'interesting day. : <br /> <br />Let's go, then, to item number four, Consideration of minimum stream <br />flows and lake levels. You have received information for consideration <br />at this meeting previously. I think we will start the discussion, and <br />I am assuming there will be some discussion, with any comments the <br />Director would like to make. <br /> <br />MR. SPARKS: I don't think we have any controversial items here. <br />(Laughter) . <br /> <br />MR. MOSES: They all are. <br /> <br />MR. SPARKS: Except that I understand we do have some protestors here. <br /> <br />These recommendations have been submitted to us by the Division of <br />Wildlife. Some we have considered before and have tabled. As we go <br />through these various ones, there are a few problem areas that we will <br />point out. I think, at this time, Mr. Chairman, the best thing would <br />be to throw this into discussion to .see what the problem areas might be. <br /> <br />-MR.
