Construction or rehabilitation of water resources infrastructure (raw water <br />diversion structures, canals, ditches, pipelines) <br /> <br />The proposed criteria for use of the Perpetual Base Account for water project construction <br />loans would follow the same criteria as used for the CWCB's Water Project Construction Loan <br />Program. The projects supported by the Severance Tax Trust Fund would be developed and <br />reviewed in a similar process by CWCB staff. <br /> <br />Applications, including a feasibility study, would be due by August 31 of each year. <br />When a project has been found to be technically and financially feasible, it will be proposed by <br />CWCB staff to the CWCB for consideration at their November meeting. All approved projects <br />will be included in a recommendation for funding to the General Assembly. The terms of the loan <br />will follow the same criteria used for the Construction Fund. The project, if approved by the <br />General Assembly, would then be included in the CWCB's annual Construction Fund Bill except <br />that the appropriation would be made from moneys available from the Severance Tax Trust Fund <br />Perpetual Base Account rather than from the Construction Fund. <br /> <br />Proposed Criteria for Grants from the Operational Account <br /> <br />. <br /> <br />Potential uses of the CWCB's 5% share of the Severance Tax Operational Account could <br />include the following general types of projects: <br /> <br />I. Water resources planning and feasibility studies and reports to assure reliable, <br />sustainable water supplies for energy impacted communities at the local level of <br />government <br /> <br />. Water Project Feasibility Studies <br />. Basinwide Water Needs Assessment Reports <br />. Raw Water Supply Investigations <br />. River Basin Planning Models <br />. Federal Project Operation Assessments <br />. Water Quality Management Plans <br />. Well Pumping Augmentation Plans <br /> <br />2. Enhanced water data collection and data processing and other water related <br />investigations to improve management of water resources <br /> <br />. <br /> <br />. Stream Gaging Station Installation and/or Maintenance <br />. Transit Loss and Travel Time Studies <br />. Groundwater Recharge Investigations <br />.
