<br />" <br /> <br />Operational Account <br /> <br />- <br /> <br />One-half of the severance tax receipts credited to the Severance Tax Trust Fund for tax <br />years commencing on and after July I, 1995, shall be credited to the Operational Account of the <br />Severance Tax Trust Fund. Money in the Operational Account shall be used to fund programs <br />established within the Colorado Oil and Gas Conservation Commission, the Colorado Geological <br />Survey, the Division of Minerals and Geology, and the Colorado Water Conservation Board. <br /> <br />The programs supported by the Operational Account must promote and encourage sound <br />natural resource planning, management, and development related to minerals, energy, geology, <br />and water. <br /> <br />The General Assembly may appropriate moneys from the total moneys available in the <br />Operational Account to fund recommended programs as follows: <br /> <br />Colorado Oil and Gas Conservation Commission 45% <br />Colorado Geological Survey 20% <br />Division of Minerals and Geology 30% <br />Colorado Water Conservation Board 5% <br /> <br />FY 97 Appropriations <br /> <br />. SB 96-170 appropriated up to a total of $3,172,000 from the Operational Account in the <br />amounts shown in the following table for use in FY 97. <br /> <br />Operational Account Appropriations in FY 97 <br /> <br />I Agency <br /> <br />I Purpose/Program <br /> <br />Amount I <br /> <br />Colorado Oil and Gas Conservation to restore conservation and environmental response and 1,432.000 <br />Commission values <br />Colorado Geological Survey to fund statewide geologic mapping, mineral and mineral 740,000 <br /> fuels economic development, a statewide water quality data <br /> bank, and critical geologic hazards response system <br />Division of Minerals and Geology to fund mining emergency response efforts and to partially 900,000 <br /> fund the regulatory program established by the "Colorado <br /> Surface Coal Mining Reclamation Act" <br />Colorado Water Conservation to fund water resource planning at the local level 100,000 <br />Board <br /> Total 3,172,000 <br /> <br />The level of funding for the CWCB from the Operational Account is expected to <br />. remain at least $100,000 per year. <br /> <br />5 <br />
