Executive Director <br /> <br />RE: <br /> <br />Director's Report <br /> <br />Drinking Water Revolving Fund <br /> <br />With the recent execution of a loan agreement with the town of Bayfield, the Authority has now <br />executed 13 DWRF loans representing $4,460,000 of projects. One additional loan has been <br />approved, but not funded. A second loan application is currently undergoing review. <br /> <br />With the reauthorization of the Safe Drinking Water Act with a state revolving fund (SRF) in <br />August, staffs of the Authority, Water Quality Control Division and the Division of Local <br />Government have been working to develop a project eligibility list and an intended use plan <br />for the DWRF. Last week the Board of Health adopted both items. The list includes over 175 <br />projects with an estimated need of $450 million. <br /> <br />In October EPA issued draft guidance for the Drinking Water SRF. A major concern with the <br />guidance document is that EPA has unilaterally denied funding eligibility for the construction <br />of dams and reservoirs and the acquisition of water rights. The Act does not preclude any <br />of these items from funding consideration. This decision by EPA has raised considerable <br />concern within several althe western states.
