PE <br />Director.OVCB <br /> <br />Mr. Jack Garner, Area Manager <br />U.S. Bureau of Reclamation, Eastern Colorado Projects Office <br />11056 West County Road l8E <br />Loveland, CO 80537-9711 <br /> <br />RE: Trinidad Project, 10- Year Review of Operating Principles, Draft Report <br /> <br />Dear Mr. Garner: <br /> <br />The Colorado Water Conservation Soard ("CWCS"), on behalf of Colorado's representatives to the <br />Arkansas River Compact Administration ("ARCA"), has reviewed the US Bureau of Reclamation <br />("Reclamation") draft report entitled "Review of Operating Principles and Project Operations <br />Trinidad Lake Project, Colorado September 1996" as transmitted to us by your letter of August 30, <br />1996. This letter constitutes the CWCS' s comments as you requested in the August 30 letter and <br />your October I, 1996 follow up. <br /> <br />The State of Colorado takes the position that the Purgatoire River Water Conservancy District must, <br />in all instances, comply with the current Operating Principles, or the Operating Principles must be <br />amended to recognize practices at variance with them, an!i.we feel that this position is consistent <br />with the recommendations set forth in the draft report. We find that Reclamation -has aadressed <br />each of the concerns raised by the parties during earlier scoping meetings and discussions in a <br />satisfactory manner and, subject to minor qualifications discussed below, look forward to the <br />finalization of the report and prompt implementation of the recommendations contained in it. The <br />methodology used and analysis presented are acceptable to Colorado and provide an adequate and <br />sufficient review of project operations over the 10 year review period (1985-1994). Colorado <br />requests that Reclamation now act expeditiously on each of the requests from the Purgatoire River <br />Water Conservancy District and the City of Trinidad to amend the Operating Principles that are <br />consistent with the findings of your review. <br />
