Animas-La Plata Discussions "Stand Still" Agreement The Animas - La Plata Project (the Project) is a proposed Bureau ofRec1amation (Reclamation) project which would provide storage water to Southwestern Colorado and Northwestern New Mexico. As currently conceived the project would provide water for the settlement of tribal water rights for the Ute Mountain Ute Indian and the Southern Ute Indian Tribes, as well as municipal and industrial and irrigation water to other citizens of Colorado and New Mexico and the Shiprock community of the Navajo Nation. The project has been the focus of continuing controversy and litigation for many years. To resolve the disputes surrounding the project, Colorado Governor Roy Romer and Lt. Governor Gail Schoettler have convened a discussion process concerning the project among the various stakeholders. The parties are entering this agreement to facilitate their participation within the process established by Governor Romer and Lt. Governor Schoettler. It is the intent of the parties that this agreement will allow them to focus their resources on resolving project related disputes within the process.
