Objective Study.

Action: A motion was made by Patricia Wells to accept the staff recommendation
to request authorization to spend up to an additional $50,000 from the
Construction Fund for the implementation of these additional tasks. The
motion was seconded by Alan Hamel and approved unanimously (9-0).

18f. Water Project Construction Loan Program - Annual Construction Fund
Appropriation BiII- Proposed Non-Reimbursable Projects - Southeastern Colorado
Water Conservancy District.

Action: Alan Hamel disclosed that he would participate in the discussion but would
abstain from any vote. A motion was made by Alan Davey to accept the
staff recommendation for a grant in an amount of $75,000 be approved to
the Southeastern Colorado Water Conservancy District to conduct a "Water
and Storage Future Needs Assessment for the Arkansas River Basin,"
funding for the Study to come from the Operational Account of the
Severance Tax Trust Fund, and that grant approval be contingent upon
completion of the full Scope of Study. The motion was seconded by
Patricia Wells and approved unanimously (9-0).

Appropriation Bill - Proposed Non-Reimbursable Projects - Hydro-Geologic
Characteristics ofthe Shallow Aquifers in the Boulder-Fort Collins-Greeley-Brighton
Area of the Colorado Front Range.

Action: A motion was made by Patricia Wells to accept the staff recommendation
to request the General Assembly to authorize up to $30,000 from the
Construction Fund to be allocated to the USGS in FY 97-98 for this study.
The motion was seconded by David Smith and approved unanimously (9-
0).

18h. Water Project Construction Loan Program - Annual Construction Fund
Appropriation Bill - Proposed Non-Reimbursable Projects - South Platte Lower
River Group - Tamarack Project.
Tape 4, Start/Stop: 2066 - 3300
Action: A motion was made by David Harrison to accept the staff recommendation
for a Construction Fund Grant in the amount of $300,000 be approved for
the South Platte Lower River Group, Inc. to continue the Tamarack
Project, and other ground water demonstration projects for the lower South
Platte River. The motion was seconded by Patricia Wells and approved
unanimously (9-0).
