Senator Allott as a member of the <br />Senate Appropriations Committee and Congress- <br />man Aspinall, by virtue of his chairmanship of <br />the House Interior committee, are both in a <br />position to get considerable information con- <br />cerning the Administration's future fiscal <br />policy. Crandall's report. I <br />thiru~ it is quite significant. That is the <br />part in his report which pertains to releases <br />at Lee Ferry. There has been considerable <br />criticism of the fact that in past years the <br />Upper Basin has greatly over-delivered its com- <br />pact commitment at Lee Ferry. In prior years <br />we had no choice. We had no storage facilities <br />upstream adequate to control the flow of the <br />river. However, since the closure was effected <br />at Glen Canyon Reservoir, we have only released <br />about 6.3 million acre-feet of water on an aver- <br />age in the .past five years. \~hich is considerably <br />behind our compact oblig~tions. <br /> <br />As a part e:~lanation for this, we have <br />run into a cycle of years that has been rather <br />poor. If this cycle continues, both the Upper <br />and Lower Basins are_goi~g to be in trouble. A <br />delivery of 6.3 million at Lee Ferry mal~es only <br />
