SPARI<S: <br /> <br />"Mr. Chairman, and members of the Board, in <br />connection with the report on the Narrows Unit, <br />the 25 cubic feet per second of time that was <br />requested to be released, that matter was dis- <br />cussed at some length with our staff and with <br />the Bureau staff. That recommendation was made <br />by the Nater Pollution Control Agency of the <br />Department of the Interior. ostensibly this <br />request for continuous release is for the <br />purpose of water quality. The request was <br />that the State of Colorado guarantee that 25 <br />second feet be released from the Narrows Reser- <br />voir and that that 25 second feet be maintained <br />in the river until it reached the Nebraska state <br />line. <br /> <br />Obviously, under our constitution and <br />under our water laws, appropriators downstream <br />are entitled to take whatever water is avail- <br />able in the stream. We don't have sufficient <br />water available for storage in the Narrows in <br />order to make additional water available for <br />this purpose. Upon an examination of the <br />request of the Water Pollution Control Agency, <br />we found that their real reason was that they <br />were interested in maintaining a flow for <br />fishery and recreational purposes in the South <br />Platte River That purpose is n0ne of their <br />business. That is not what they were consti- <br />tuted for. We find that we constantly have to <br />watch that agency to see that it doesn't go <br />beyond the bounds of the legislation which <br />authorized its creation. Hore and more from <br />that agency is coming a demand that the State <br />of Colorado maintain a given amount of water <br />in our various rivers. Obviously, when we do <br />so, this inures to the benefit of the downstream <br />states. I suppose they could work out an agree- <br />ment on the Platte but, after all, if the <br />thirteen states involved in the Missouri and <br />
