<br />COLORADO WATER CONSERVATION BOARD MEETING MINUTES <br />Holiday Inn Downtown <br />Denver, Colorado <br /> <br />" <br /> <br />February 26, 1975 <br /> <br />The meeting was called to order by Mr. Kroeger, Vice-Chairman, <br />10:00 a.m. <br /> <br />:e 1 <br /> <br />Stapleton, <br /> <br />Mr. Kroeger: We will call this regularly scheduled meeting of <br />Colorado Water Conservation Board to order. Our Chairman, Mr. <br />was delayed this morning, but will be here later this morning. <br /> <br />I want to introduce Mr. Harris Sherman. He is the newly appointed <br />director of the Natural Resources Department here in ,Colorado. <br />Mr. Sherman, would you stand please. Harris Sherman. <br /> <br />The assistant attorney general who will be with us today is Greg'Hobbs. <br />Greg, did I do that right? Stand up so they can see you. <br /> <br />I think we would like to get started. We will go on with the approval <br />of the minutes from the last meeting. <br /> <br />Mr. Sparks: I am embarrassed to say we didn't get those out, so we <br />can't approve them. <br /> <br />Mr. Kroeger: I am embarrassed because you didn't tell me, so I didn't <br />embarrass you. <br /> <br />The second agenda item then is the consideration of the model floodplain <br />regulation and Larry, you are going to take care of that, right? <br /> <br />Mr. Sparks: Yes. As the board will recall, in September we issued a <br />proposed model floodplain regulation in conformity with House Bill 1041 <br />which was enacted by the last General Assembly. The board at that time <br />directed that the model regulation be circulated to all interested <br />parties. Some five hundred copies of that proposed regulation were <br />circulated to cities, towns and counties and to other people on our <br />mailing list. <br /> <br />As a result of the comments received the model regulation was revised <br />and presented at the December meeting of the board. At that time a <br />representative of the Governor's office appeared before the board and <br />requested that we delay final consideration of it pending the results <br />of a study being done by the Governor's office. However, as a result 1 <br />in the change of administration, we heard nothing further from that <br />study group. Based upon additional comments submitted as a result of <br />the December meeting, we have circulated now the proposed model regula- <br />tion dated this date, February 26, and this was distributed to the <br />board a couple of weeks ago, along with a memorandum explaining the <br />regulation. <br /> <br />It is almost impossible to formulate a regulation which is completely <br />applicable to all jurisdictions. Weare dealing with about five hundred <br />jurisdictions in Colorado when we consider that each city, town and <br />county under the existing laws must adopt floodplain:regulations as a <br />
