<br />1 <br /> <br />1 <br /> <br />As some of you know, a few entities in the state, including the Denver <br />Water Department and some of the conservancy districts and ski areas, <br />have put up in the neighborhood of about $150,000 for a program this <br />year, and that will end here pretty soon. The Colorado Water Congress <br />had a meeting or gathering about a month ago to discuss weather modifi- <br />cation, and I believe it was the general consensus of the people that <br />were there that this state needs an ongoing program in the area of <br />weather modification. The effort that is going on right at this moment <br />by the private entities is probably making very little progress, if any, <br />in getting the state into a position where it knows what it can do with <br />weather modification and can do it when it is needed. <br /> <br />Now, many of us have the opinion that we should have an ongoing--not <br />just one year--but through the years, an ongoing, reasonable, modest <br />program to get to the answers and be prepared for what someday is going <br />to be very important to this state, to be able to modify the weather <br />and create more snowfall. <br /> <br />I am told this morning that there will be a bill introduced in the <br />Legislature within a matter of days which will ask for an appropriation <br />of something like $250,000 for the coming year, for next winter. It is <br />my humble opinion that this is a program that needs to go forward. It <br />needs to go on from one year to the next. It needs to have some state <br />funding in it, and it needs to be coordinated"and I would certainly <br />appreciate the support of this board in attempting to get that bill <br />through. <br /> <br />MR. FETCHER: I would like to back up exactly what Bob said. <br /> <br />I attended a meeting last Monday night in steamboat concerning weather <br />modification, and the amount of distorted understanding of the subject <br />is unbelievable.' Mostly ranchers attended this meeting. And I think it <br />is important that the research in this area be continued actively. And <br />I would certainly agree with what you said, Bob. I thirik this board <br />should support it. <br /> <br />MR. KROEGER: Is it the suggestion that the Board take some formal <br />action in regard to that? <br /> <br />MR. FETCHER: Perhaps in the form of a resolution supporting continued <br />research in the field of weather modification. I think that would be <br />appropriate, and I would be able to draft a resolution. But I think <br />that the intent of such a resolution should be made of record. <br /> <br />I will so propose a resolution, if Larry will draft it. <br /> <br />MR. KROEGER: That is a motion on your part? <br /> <br />MR. FETCHER: Yes. <br /> <br />MR. KROEGER: Is there a second? <br /> <br />MR. FURNEAUX: Second. <br /> <br />-33- <br />
