<br />I would like to have before the appropriation committee hearings--I don't <br />think we can do it here today--but I would like to have some sort of an <br />expression from each of my member states, and Colorado, of course, is a <br />very substantial--more than 50 percent of those states--as to wha~ you <br />would like us to do about this $900,000 i~em for fiscal year 1980 in the <br />budget. I have some very strong feelings about it myself, particularly <br />if those funds are going to ~ome out of the Upper Colorado River Basin <br />Fund. <br /> <br />1 <br /> <br />MR. SHERMAN: IvaI, can I ask you a, ques~ion..that follows what you <br />stated? I have been advised by the Department of Energy that they are <br />going to propose this session legislation which would change the way in <br />which the marketing sections, power ~ar~eting sections, of the Depart- <br />ment will allocate monies collected from the sale of hydroelectric , <br />power. And I am uncertain as to whether that would have any impact or <br />effect on the upper Basin Fund. I wonder if you knew anything about it? <br /> <br />MR. GOSLIN: I certainly do. I have been following that for at least a <br />year and half or more. The first dr,aft of the legislation that came out, <br />prepared by DOE, was very unsatisfactory so far as protection of the <br />Upper Colorado River Basin Fund was concerned. I have met with repre- <br />sentatives of DOE and the Bureau of Reclamation on numerous occasions. <br />And, incidentally, I submitted to them a number of amendments to their <br />original draft of legislation, which would correct the situation and <br />preserve the integrity of that basin fund.: <br /> <br />As, of the meeting of the Colorado River Water Users Association in Las <br />Vegas in November, or October was it? <br /> <br />MR. THOMSON: December,. <br /> <br />MR. GOSLIN: Last December, I was told that the new draft of the bill <br />~hat'would be submitted to the Congress during this session met the <br />objections that I had raised. ~ have tried to get a copy of that <br />drafted bill to see if it did or not. I have not been able to obtain <br />one yet. But I can assure you I will get one before ,I get through. <br /> <br />To answer your question--yes, it could affect that basin fund very much, <br />depending upon what comes out of the final legislation. <br /> <br />MR. SHERMAN: The Department of Energy last week specifically asked the <br />Governor to comment on that proposed bill. There is a gentleman named <br />Dan Ogden in the Department of Energy who is in charge of this" and we <br />would appreciate it if you could take a look at that bill and advise us <br />so we, in turn, can advise the Governor as to what his response should <br />be. I think we would like to do that before they submit the legislation, <br />because if there are deficiencies now is the best time to raise it, as: <br />opposed to when it gets in. <br /> <br />MR.
