SO I don't know what its status is. <br /> <br />I understood that some of the county commissioners were for it. That <br />surprises me. And that may be ,the case. I don't know. I understand <br />the push for the bill came from the County Commissioners Association. <br />I have not been able to run that down--what 'county commissioners.: <br /> <br />. ' , <br />The truth is that most of these districts are in Western Colorado'; about <br />70 percent of them are in Western. Colorado. ,We have over 40 conservancy <br />districts in this state which this bill would affect. About 70 percent <br />of them are either in Western Colorado or the San Luis Valley. We h~ve <br />relatively few over here. I know many of those county commissioners in <br />Western Colorado, and I had not heard any expression from them wanting <br />to change the bill. It seems to me it, ,throws a burden ;on them that they <br />could do without. <br /> <br />MR. So thi~could <br />very well be it. <br /> <br />MR. SPARKS: I really don't know. My fear is that we will get the tail <br />wagging the ,dog. <br /> <br />MR. FISCHER: I think that is right. <br /> <br />MR. SPARKS: There are about 45 districts and I think they should be 'I <br />heard from. There are numerous other bills pending, one a very sig- <br />nificant bill which would triple the allowable mill levy for water <br />conservancy districts. That is a matter which, 1 have tried to :stay <br />away from, because that is, again, a matter for the conservancy <br />districts to decide. <br /> <br />MR.
