The disappointing part of the budget is that there are no construction
funds for the Animas-La Plata, the Narrows, Savery-Pot Hook, or Fruitland
Mesa--no money whatsoever allocated to those projects for any purpose.
The President has not taken a stand for or against the Animas-La Plata
at this time. As you know, he has taken a definite stand against the
Narrows:, the Savery-Pot Hook, and the Fruitland Mesa Projects.

What our 'strategy is going to be this session, with reference to,those
projects, the four of them,. the Animas-La Plata, the Narrows, Savery-Pot
Hook, and Fruitland Mesa, is something that we will have to develop at
our March meeting. Before our March meeting, we will prepare our recom-
mendations to the Governor and to the Congressional delegation concerning
funding for our projects this coming fiscal year.

If we get Senate BiLl 325 enacted here in our own legislature" we will
add another arrow to our bow wheITwe testify before the congressional
committees. If we don't get that bill through" we won't have anything
new. But armed with the legislative intent to do something in the water
resource field here in Colorado, we may be able to persuade the President
,to support SOme of the projects which he has already opposed or on which
be has taken no position.

The other projects that we have are all adequately funded. We have the
ongoing definite plan reports on the San Miguel and the West Divide.
They are adequately funded.: Adequate funds were provided for the Grand
Valley Salinity control and the Paradox Salinity Control Projects.

'Overall, the budget looks pretty good, with the exception of the four
projects that I have, mentioned.

Are there any questions?

1

MR. FISCHER: Mr. Chairman and Mr. Sparks" I am Rolly Fischer of the
Colorado Water Conservation District. The staff does not know but
should know that the River District has been working closely with the
Fruitland Mesa District, :and we have the most crude, most preliminary
draft--if that is enough disclaimer--a revision of Fruitland to utilize
the decreed waters. And I would be happy to discuss it with the
technical side of your .staff, Felix, the elimination of that long tunnel
and that kind of thing. I'm not satisfied with the first, blush look at

-24-
