<br />I <br /> <br />I <br /> <br />MR. SHERMAN: Mr. Chairman, could I just underscore how time is of the <br />essence in getting this committee going and operating? <br /> <br />MR. STAPLETON: Sure. <br /> <br />MR. SHERMAN: Legislation is moving through the Senate. I think we are <br />going to have some difficult hurdles, particularly with the Appropria- <br />tions Committee. And it may well be that this matter will be brought to <br />the Senate Appropriations Committee before this committee is even con- <br />vened. The sooner we can do this and the sooner, they can express their <br />collective preference in support of this bill or whatever, I think it <br />is to our advantage. <br /> <br />I expect that, with the anticipated effect on the general fund of <br />approximately $10 million here, there are going to be some very careful <br />and difficult questions asked. So the broader the public support now <br />as opposed to later, the better our chances, because, as you know, <br />getting a bill through the Legislature--atany point in the process, it <br />can be killed. So I just hope, Fred, that your committee can really <br />move forward as quickly as possible. <br /> <br />MR. STAPLETON: All right, let's then move on to the third item on the <br />agenda. I might state right now, because we might lose someone at the <br />noon hour, that the future board meeting is on March 14 in Denver. A' <br />committee has been formed that Fred Kroeger is a cochairman of to have <br />a dinner honoring Felix at the Brown Palace Hotel on the night of the <br />14th. There will be sOme publicity about it. The committee is trying <br />to get out some invitations shortly. But I think I would like to have <br />it announced now so that you could keep it in mind. The committee is <br />very hopeful that it will be an 'outstanding occasion to honor Felix. <br />The only reason I mention it now is because it ,ties in, in my mind, with <br />the third item on the agenda.' And although it hasn't been publicized <br />much, I can consider that Felix's ingenuity in regard to the operation <br />of the Chatfield Reservoir and how it fits into the Foothills Project <br />was a major coritribution to getting that long-standing dispute out of <br />the way. And I compliment him and his people for working on that. I <br />would like to have him explain to the Board all the background of those <br />operations. <br /> <br />Felix, would you do that, please? <br /> <br />MR. SPARKS: Thank you, Mr. Chairman. I might <br />continuing to work through the month of April. <br />will be held in April, SO I will stay at least <br />sional hearings in April. Those hearings will <br /> <br />state that I will be <br />Congressional hearings <br />through those congres~ <br />be on appropriations. <br /> <br />This was put on the agenda so that the Board could have some knowledge <br />of what has been transpiring with reference to the Chatfield Reservoir <br />and the Denver Foothills Treatment Plant, and how they are related. <br /> <br />The Board will recall that at the outset, when the Chatfield Project <br />construction was started, we had the opportunity to establish a per- <br />manent pool 'in Chatfield Reservoir for fishery and recreational purposes. <br />After.the long bitter battles we have had about John Martin Reservoir, <br /> <br />-15- <br />
