Section 2 of the Act authorized the Colorado Water Conservation <br />Board to contract for a study which would investigate problems related to flooding and <br />identify and evaluate potential solutions to address channel conveyance, sediment <br />deposit, vegetative management, reservoir operations, and riparian removal and <br />plantings. <br /> <br />The study was divided into two reaches. They are: I) Lower reach: John Martin Reservoir <br />(JMR) to Colorado/Kansas state1ine, and 2) Upper Reach: JMR upstream to the Pueblo/Otero <br />County line. Additional aerial mapping and groundwater analysis initiatives were identified <br />for the Upper Reach once the study process was uudertaken. For the Lower Reach, the Board <br />has an accepted workplan. <br /> <br />The workplan, which is currently under contract between the CWCB and Albuquerque <br />Corps for the Lower Reach, includes I) hydraulic/sediment investigation, 2) historical <br />flow paths, 3) reconunendations for channel maintenance activities, 4) review of <br />reservoir operations, and 5) vegetative management. The aerial mapping and field data <br />collection portion of the study were contracted and obtained and were the sole <br />responsibility of CWCB. <br />
