An identical version of the RICD Rules was <br />faxed to each of the Board members on September 6, 200 I. Also attached are copies of a <br />proposed timeline of the rulemaking procedure, a notice of the public rulemaking hearing that <br />was mailed to everyone on the Board's agenda mailing list, the official notice of the rulemaking <br />hearing that will be sent to the Secretary of State for publication in the Colorado Register <br />("CCR"), a draft statement of basis and purpose, copies of the written comments submitted, and a <br />summary of the comments made at the public meetings. It should be noted that this packet <br />includes a number of comment letters that were received by the CWCB after the Staff faxed out <br />the September 6 memo. These comment letters are at the very back of the packet. <br /> <br />As you may recall, we will accept public comments at the upcoming Board rneeting in <br />Cortez. In addition, the Board may choose to amend the rules based on the recently received <br />comment letters. Thus, the attached draft of the RICD Rules may look different than the version <br />that the Board authorizes the Staff to publish in the October CCR. We look forward to <br />discussing the current draft with the Board next week.
