I don't know whether it can be,
but it is."

I

"That particular point has never been de-
cided, whether it can or can't be in two, and
there.is no decision. It seems to ,me that
this point ought to be determined as part of
. this proposed legislation."

"I gave that a lot of hard thought, Dave.
All I know is that there are overlapping dis-
tricts at the present time that the court did
form. That's a matter which I think,
Dave, could be fully explored at this meeting
of the conservancy districts attorneys.

There are certainly situations where they
may want to be in two districts because it .is
possible in a specific area to get benefits
from two different projects."

"It seems to me the act was on the assump-
tion that you could be in two districts, but
this point has been raised on several occa-
sions and has never been answered. Perhaps
the answer could be forthcoming.

I might also add here that there are
many other parts of the conservancy district
act that need a little bit of clarification.
This question of the tax roll has been a sore
spot and it seems to me that it, would be simple
to say that the ownership as appearing on the
assessor's records for the latest year would

I
