LLJLf'

the district must pub~ish notice of election in
a newspaper printed and published within th~
di$,trict. Well, many ot Q~r d~stricts have no
newspaper, SO it's obviously impossible to com-
ply with the law. The Florida, the Savery-Pot
Hook, the Fruitland Mesa, none of those areas
have a newspaper printed and published within I
the district. Consequently we have merely
taken out the words 'printed and published'
and said 'a newspaper of general circulation
wi thin the district'.

These proposed amendments have been cir-
culated to all of the conservancy districts
within the state, to our Board, and to the
members of the lnvestigation commission. Com-
ments have been received. Those comments
received in time to incorporate them in the
amendments were incorporated. A future meet-
ing will be held. Mr. Barnard, Sr. and Mr.
Clayton of the Northern District have suggested
that a meeting of all the conservancy districts
attorneys be held later this month to finalize
and ag~ee upon any changes that are to be made.
That is an excellent idea and I think one that
will be carried out.

John, as I understand it, you have invited
those people?"

MR. BARNARD, SR.: "Yes, I have, and they have practically all
accepted. U

MR. SPARKS: "So this will actually be formulated then
by the people who are directly concerned and I
don't know that there is, at this time, any
Board action that is necessary,"

MR. STAPLETON:

"It would seem to me that the Legislature
is going to want to know our position on it,
isn't that right?"

MR. SPARKS:

"That's correct."

I

MR. STAPLETON:

"And, if I understand our procedure, we pro-
bably will not be meeting until March again."
