SPARKS, <br /> <br />"The Board members and the members of the <br />Investigation Commission have received a copy <br />of a letter directed to our Board prepared by <br />Mr. spencer who is here today. Mr. Spencer is <br />the Director of Region 7 of the Bureau of <br />Reclamation. This letter sets forth an agree- <br />ment arrived at between the staff of this <br />Board and the staff of Region 7. I think this <br />is an excellent letter and I won't try to go <br />over it. I will say this, we sent this letter <br />to all the people whom we knew had previously <br />expressed an interest in the Narrows Project. <br />We also informed those municipalities around <br />this area which we conside'red would be inter- <br />ested in the project, and there are some others <br />that we still must contact to determine if <br />they have any interest in the project. <br /> <br />Essentially, I will give you a very <br />brief outline of the tentative conc:lusions <br />arrived at between our staff and the Bureau of <br />Reclamation staff. As everyone knows, the old <br />Narrows Unit was contemplated for construc- <br />tion down here (Mr. Sparks used a large map <br />to point out locations) in the vicinity of <br />Ft. Morgan, just above Ft. Morgan, in the <br />Weldon Valley area. This is Denver here, <br />going on downstream to Ft. Morgan, right here. <br />This was an authorized unit of the Missouri <br />Basin project and preconstruction activities <br />were actually started and buildings were con- <br />~tructed by the Bureau of Reclamation, such <br />as garages, offices, etc. I forget just ex- <br />actly all the work that was done. but a con- <br />siderable amount of money was expended in <br />starting the preconstruction activities of the <br />Narrows Unit. Money was appropriated by the <br />Congress to go ahead and build the project. <br /> <br />Some opposition developed, particularly <br />around the Ft.
