Mr. Dan McAulliffc, Acting Dircctor
Mr. Dan Merriman, Section Chief
November 1,2000
Page 2

e

125 cfs from June I to August 31 to facilitate rainbow trout spawning, brown trout fry emergence,
and provide adequate habitat for brown and rainbow trout adults.

100 cfs during the month of September as a tr~nsitionlconditioning period in preparation for
spawning by brown trout. .

These protections of the San Miguel River are important to San Miguel County as without these
protections, there is no guaranty that water will remain! in the river. Many of the County's land USe
management policies and strategies are intended to protect the river's health and watershed, but if there is
no water, these policies and strategies will have no effect.' With these protections at least some amount of
water will remain giving some assurance of continued functioning of the ecosystem. The goal, within the
framework of Colorado water law, is to manage instream !'lows for the sustainable functioning of the river
for all time. '

Additionally, much of San Miguel County's economy is ~ffected by the condition of the river, with river
sports, such as fishing and boating, being a main summer !attraction.

These protections will not affect the rights of other water users and will insure some minimal emergency A
low flow protection. . .,

Thank you for your consideration of these matters.

Contact the Board of Commissioners if you have further questions.

Very truly yours,

~~.-
Anna M. Zivian, h r

c

.

e
