The NWC has just learned that the j3ureau of Land Management (BLM) and
Colorado Division of Wildlife (CDOW) have submltted to the CWCB a proposal to file for in-
stream t10w rights on the lower ~an Miguel River from Fall Creek to Horsefly Creek. I enclose a
copy'. of a one-page document summarizing the recommendation. The document solicited
supportive comment letters from entities, including local governments, to be mailed to the
CWCB by November 15th. This document, however, was received bye-mail by the NWC
consultant Westwater Engineering, Inc. on Decem1:ier 5th. Prior to that date, neither the NWC
nor its consultant had received any letters or writtenjor verbal communications from the BLM or
the CDOW officials requesting NWC's input on the recommendations, or advising the NWC of
the fact ofthe submittal of the recommendation to the CWCB.
.

1120 Lincoln Street
Suite 1000
Denver, CO 80203
(303) 837-9600
Fax (303) 860-0311

101 E.
