Hunter announced that he had subllJitted the matter of the revision <br />of the Operating Principles for the proposed Fryingpan-Arkansas Project to the <br />Southwestern Water Conservation District Board and read the resolution passed <br />by that Board with respect to the matter. <br /> <br />I <br /> <br />The Board proceeded to discuss these resolutions and questions relating <br />to the revision of the Operating ~rinciples, particularly the suggested revision <br />of Paragraph 15. Discussion continued until 11130 a.m. when Governor Thornton, <br />who is an ex officio member and Chairman of the Board, ente:ed the meeting. <br /> <br />The Governor explained that this was the first opportunity since he was <br />inaugurated to attend a meeting of the Colorado Water Conservation Board, but <br />that other commitments would not make it possible for him to participate for any <br />length of time in the present meeting. He stated, hovfever, that he expected to <br />participate as fully as possible in future meetings of the Board. He had main- <br />tained. a personal interest in the water situation, and as Governor, he recognized <br />that the State's most important resource is water. He asserted that the State of <br />Colorado must tio everything possible to protect and develop that reso~ce. <br /> <br />The Board recessed for lunch at 12 noon. <br /> <br />Afternoon Session <br />February 22, 1951 <br /> <br />The afternoon session of the Board was preceded by an executive meeting <br />of the members at 1130 p.m. <br /> <br />Jean S. Breitenstein was requested to report on recent developments in <br />the effort to adjust intrastat:e and interstate problems on the Laramie River. <br />He explained that he, R. J. 1lpton, Consulting Engineer, and ]1. M. Gildersleeve, <br />Chief Engineer of the JOard, had participated in a series of conferences to de- <br />velop a formula for the adjustment of the intrastate use of Laramie River water <br />as a basis for further conferences wi th the State of \{yoming. <br /> <br />I <br /> <br />It was moved by John A Cross and second by Dan H. Hughes <br />that the Director of the Colorado ITater Conservation Board be <br />authorized to arrange the necessary conferences of affected <br />State interests in the Laramie River water, such conferences to <br />be participated in by representatives of the Colorado ffater Con- <br />servation Board, the In-Basin meadowland users of water in <br />Colorado, the diversionists from the Laramie River Basin of <br />Northeastern Colonado and the office of the Attorney General; <br />and that theIDirector, at the appropriate time, proceed to ar- <br />range further conferences with the State of Wyoming in an effort <br />finally to adjust long continued intrastate and interstate <br />Laramie River problems. On vote being taken, the motion was <br />unanimously carried and declared passed. <br /> <br />The Board resumed its discussion of the revision of the Operating Princi- <br />ples for the propbsp.d Fryingpan-Arkansas Project. Judge Hughes referred to the <br />resolution of the Colorado River i'later Conservation District Board which he had <br />presented in the forenoon session.
