-2-

I;;
,,;, '" ~

of Texas's 2001 Pecos River Ecosystem Project. An interesting fact from this study was that
helicopters proved twice as effective as airplanes in application. The primary herbicide used was
Arsenal which is EP A approved. Arsenal's main ingredient is based on imazapyr which works on
enzymes found only in plants and has not proven to be harmful to animals and humans. Salt cedar
removal through Arsenal in this case has helped increase flows along the Pecos River and has not had
adverse affects on the pupfish, an endangered species in Texas. The Corps and the Board completed a
reconnaissance study regarding the salt cedar problem below John Martin Reservoir in 2001. Water
users in the Arkansas River Basin are already exploring opportunities for salt cedar control in area
below John Martin Reservoir in consultation with the US Army Corps of Engineers and the board.
September 24th, Lamar, Colorado is the next meeting of these Water users.

.

Board Action ~
Staff recommends that the CWCB consider the attached salt cedar resolution. Adopting this ~ ~
resolution will support the efforts of our Congressional delegation. In adopting the attached v;d.J--
resolution direct staff to work with the Corps of Engineers in identifying and developing l~
demonstration salt cedar eradication and control projects in Colorado, utilizing 100% federal funding
and monitoring proj ect effectiveness.

.

.

Flood Protection.
