<br />. <br /> <br />. <br /> <br />2 <br />available flows do not meet any of the instream flow criteria for riffle habitats. Accordingly, BLM <br />recommends that CWCB make an appropriation only for the snowmelt runoff season, and that <br />CWCB appropriate additional water at other times of the year only if additional flows become <br />available. <br /> <br />Water Availability - There is one decreed surface diversion within this reach of stream, 1he Kichelmann <br />Wastewater Diversion. The ditch holds a conditional decree for 1.0 cfs, but water has not yet been <br />diverted. BLM recommends USGS stream flow gage 09174500, which operated from 1942 to 1951, as an <br />indicator of water availability. <br /> <br />Relationship to Management Plans - This stream segment is importan1 to BLM because the agency <br />manages much of the lands along the upper San Miguel River corridor. Cottonwood Creek provides <br />additional spawning habitat for the San Miguel River fishery, and the stream is not heavily fished because <br />it is small. BLM is presently taking actions to improve the Ilealth of the riparian community along the <br />creek, which already exhibits high species diversity. The stream is part ofBLM's Special Recreation <br />Management Area along the San Miguel River corridor, and pull-offs are available for car travelers who <br />want to enjoy the creek. <br /> <br />The BLM reqnests that the Board recognize that this recommendation is based only upon the minimum <br />flows necessary to support cool and cold-water fishery values. BLM may wish to work with the Board <br />and/or through the Colorado water rights system to appropriate flows to optimally protect fish values and <br />to protect other water-dependent values specified in BLM resource management plans. <br /> <br />Data sheets, R2Cross output, fishery survey infonnation, and photographs oflhe cross sec1ion are enclosed <br />to support this recommendation.
